I. General provisions
1.1. The Regulations on the Interstate Center for Cataloging Supplies of the Armed Forces of the Member States of the Collective Security Treaty Organization (hereinafter referred to as the Regulations) were developed in accordance with the Decision of the Collective Security Council of the CSTO of December 20, 2011 “On the Regulations on the Interstate System of Cataloging Supplies of the Armed Forces of the Member States Collective Security Treaty Organization (hereinafter - the Decision of the Collective Security Treaty Organization of the CSTO of December 20, 2011).
The Regulation defines the legal status, main activities, rights, responsibility, reporting and other issues of the Interstate Center for the Cataloging of Supplies for the Armed Forces of the CSTO Member States (hereinafter - the Interstate Center for Cataloging).
1.2. For the purposes of the Regulations, the terms defined in the Regulations on the interstate system for cataloging supplies of the armed forces of the CSTO member states, approved by the Decision of the CSTO Collective Security Council of December 20, 2011, are used.
1.3. Collective Security Council decision of the CSTO on 20 December 2011 the Interstate Center cataloging functions are assigned to the Federal State Institution "46 Central Research Institute of the Russian Ministry of Defense" (now - Federal state state institution "46 Central Research Institute of the Ministry of Defense of the Russian Federation ", hereinafter referred to as the 46th Central Research Institute of the Ministry of Defense of Russia).
1.4. The Interstate Cataloging Center carries out its activities in the interests of creating and maintaining the interstate system for cataloging supplies of the armed forces of the CSTO member states (hereinafter referred to as the Interstate Cataloging System) in cooperation with the national cataloging authorities (centers) and the Interstate Cataloging System, the Secretariat and the Joint Headquarters CSTO
1.5. In its activities, the Interstate Cataloging Center is guided by international treaties concluded within the framework of the CSTO, decisions of statutory and other CSTO bodies, as well as national legislation.
1.6. Compliance with the rules and regulations on the protection of rights to the results of intellectual activity used and obtained in the course of work, the Interstate Cataloging Center carries out in accordance with the Agreement on the mutual protection of rights to the results of intellectual activity obtained and used during military-economic cooperation within the framework of the Treaty Organization on collective security dated October 6, 2007.
1.7. The Interstate Cataloging Center may be transferred for free use of equipment, property, intellectual and (or) other property, material and other values in accordance with the legislation of the Russian Federation and the laws of the countries that carry out such transfer.
Ii. Main activities
Interstate Cataloging Center
2.1. The main activities of the Interstate Cataloging Center are:
2.1.1. Organizing, conducting work, developing and implementing cataloging processes, coordinating and scientifically-methodical management of works on the formation, maintenance and use of the Interstate catalog of supplies of the armed forces of the CSTO member states (hereinafter referred to as the Interstate Catalog);
2.1.2. Development (participation in the development and (or) coordination) of draft regulatory legal, program, planning and methodological documents on the creation, development and operation of the Interstate Cataloging System;
2.1.3. Formation and maintenance of the Interstate Catalog (based on information provided by national cataloging authorities (centers));
2.1.4. Development and maintenance of the operation of an automated system for processing catalog information about products in service in the armed forces of the CSTO member states;
2.1.5. Conducting research on the development of the Interstate Cataloging System;
2.1.6. Participation in the examination of catalog information and the preparation of draft decisions on the inclusion (exclusion) of supplies in the Interstate catalog;
2.1.7. Implementation of training and consulting activities in the interests of training for the Interstate Cataloging System;
2.1.8. Conducting seminars, scientific conferences on the creation, development and functioning of the Interstate Cataloging System;
2.1.9. Differentiation of catalog information in the Interstate catalog into open (publicly available) and closed (containing information constituting state secrets (state secrets) or other information of limited distribution in accordance with national legislation);
2.1.10. Development of organizational and technical measures for the protection of information resources in the Interstate Cataloging System;
2.1.11. Formation and maintenance of the Consolidated catalog of supplies of the armed forces of the CSTO member states.
2.2. The research activities of the Interstate Cataloging Center are carried out on the basis of plans, programs and tasks agreed upon in the framework of the CSTO Interstate Commission for Military-Economic Cooperation (hereinafter - Interstate Commission for Military-Economic Cooperation) and approved by the CSTO Council of Ministers of Defense.
Iii. Rights and obligations of the Interstate Cataloging Center
Interstate cataloging center within its competence:
3.1. Submits proposals, recommendations and draft documents prepared in accordance with these Regulations to the Secretariat and the CSTO Joint Headquarters;
3.2. Requests from the Secretariat and the CSTO Joint Staff information for the implementation of activities stipulated by these Regulations;
3.3. At the invitation, participates in the work of the charter, working and subsidiary bodies of the CSTO to consider matters within its competence;
3.4. Receives or uses information containing secret information previously received from CSTO member states in accordance with the procedure established by the Agreement on mutual security of secret information in the framework of the Collective Security Treaty Organization of June 18, 2004, legislation of the Russian Federation, and regulatory documents of the Ministry of Defense of the Russian Federation and this Regulation;
3.5. Carries out the exchange of scientific and technical literature, textbooks, manuals, scientific, military-technical works and other materials, as well as experience in the training of scientific personnel in the prescribed manner;
3.6. Receives, in the established manner, from the national cataloging authorities (centers) of the CSTO member states information materials necessary for performing the functions of the Interstate Cataloging Center;
3.7. Generates and maintains the Interstate Catalog;
3.8. Performs the updating of the Interstate Catalog on the proposals of the national cataloging centers (bodies), and also ensures its gradual refinement in accordance with the requirements of international standards in the field of cataloging;
3.9. Organizes and coordinates and provides scientific and methodological guidance for the cataloging of supplies for the armed forces of the CSTO member states;
3.10. If necessary, takes part in negotiations with customers on cataloging issues;
3.11. Develops and sends methodological materials on organizing the work in the field of cataloging to national cataloging authorities (centers);
3.12. Provides advice to national cataloging authorities (centers) on issues within their field of activity.
Iv. Organization of activities
Interstate Cataloging Center
4.1. The direct leadership of the Interstate Cataloging Center is carried out by the head of the 46th Central Research Institute of the Russian Ministry of Defense.
4.2. Interstate cataloging center and national cataloging bodies (centers) interact directly.
4.3. The interaction of the Interstate Cataloging Center with external subscribers of the interstate cataloging system is carried out on a contractual basis.
4.4. At the Interstate Cataloging Center, if necessary, advisory bodies can be created, as well as working groups with the involvement of academic specialists from the CSTO member states.
4.5. Works on access and protection of confidential information resources (information constituting state secrets (state secrets) or other information of limited distribution in accordance with national legislation) and the exclusion of unauthorized access to open information resources, the Interstate Center for Cataloging performs in accordance with the legislation of the Russian Federation and the Agreement on mutual security of secret information in the framework of the Collective Bargaining Organization security dated June 18, 2004.
4.6. The working language of the Interstate Cataloging Center is Russian.
V. Financial support
Interstate Cataloging Center
5.1. Financial support for the activities of the Interstate Cataloging Center is provided by:
funds of the federal budget of the Russian Federation, allocated by the established procedure;
targeted financing of works on the subject of its activities in the field of cataloging the supplies of the armed forces of the CSTO member states and other sources that do not contradict the legislation of the Russian Federation, the Provision on the interstate system of cataloging the supplies of the armed forces of the CSTO member states and this Regulation.
5.2. Interstate Cataloging Center spends money in accordance with the estimate approved by its head.
5.3. Funds allocated to support the activities of the Interstate Cataloging Center are placed in bank accounts in accordance with the procedure provided for by the legislation of the Russian Federation.
5.4. The Interstate Cataloging Center independently manages the monetary funds received as a result of its activity, remaining after paying taxes and other obligatory payments provided for by the legislation of the Russian Federation.
5.5. Control over the use and use of funds allocated to the Interstate Cataloging Center for targeted financing of joint activities in the field of Interstate Cataloging is carried out by conducting scheduled audits.
Vi. A responsibility
6.1. The Interstate Cataloging Center is responsible for :
6.1.1. Proper implementation of the tasks and functions assigned to the Interstate Center for Cataloging tasks and functions, as well as the correct use of the rights granted;
6.1.2. Organization and status of work on the cataloging of supplies of the armed forces of the CSTO member states;
6.1.3. Quality developed by the Interstate Center for the Cataloging of Documents;
6.1.4. Feasibility and efficiency of work carried out by the Interstate Center for Cataloging;
6.1.5. Reliability of reflection of information received from national bodies (centers) of cataloging CSTO member states.
VII. Reporting
7.1. By December 1, the Interstate Cataloging Center submits to the Chairman of the Interstate Commission for Military-Economic Cooperation, through the CSTO Secretariat, a report on the results of the work on the formation of sections of the Interstate Catalog, as well as on problematic issues and proposals for their resolution, through the CSTO Secretariat.
VIII. Final provisions
8.1. The decision to cease operation of the 46th Central Research Institute of the Ministry of Defense of Russia as an Interstate Cataloging Center is adopted by the Collective Security Council of the CSTO in the prescribed manner.
8.2. This Regulation does not affect the rights and obligations of the CSTO member states in the field of organizing work on the cataloging of supplies of the Armed Forces, adopted under other international treaties to which they are parties.
