CSTO activities in the field of military-economic cooperation
On June 23, 2005, the presidents of the member states signed the Decision of the CSTO Collective Security Council on the establishment of the Interstate Commission for Military-Economic Cooperation and approved the Statute on the CSTOInterstate Commission for Military-Economic Cooperation.
The Commission was established to unite and coordinate the efforts of the member states of the Collective Security Treaty Organization to further deepen and improve multilateral cooperation, develop integration and more comprehensively address issues in the military-economic and military-technical fields in the CSTO format.
At the same time, the necessary continuity and consistency of solving practical tasks related to the development, production, supply, operation and disposal of weapons and military equipment would be ensured, and the development of interstate and domestic regulatory framework for these spheres of cooperation would be carried out on the same principles.
The main functions of the Interstate Commission for Military-Economic Cooperation CSTO
The Commission considers and develops recommendations aimed at ensuring multilateral military-economic cooperation in a number of areas. Among them: the development and implementation of long-term programs of military-economic cooperation, the preservation of specialization and cooperation in the production of military products (PPS), work in the field of standardization, unification and acceptance of PPS, in the field of research and development for the development and modernization PPS, rapprochement of the regulatory framework in the field of regulation of issues of military-economic cooperation and other issues.
The Interstate Commission for Military-Economic Cooperation meetings are held as necessary, but at least twice a year. To manage the day-to-day activities of the Commission and ensure the interaction of the competent authorities, by its decision, an Interstate Commission for Military-Economic Cooperation Secretary is appointed from among the staff of the CSTO Secretariat.
The Commission has the right to form working groups for the development of proposals on the directions of its activities, as well as to convene conferences and meetings. According to the results of its activities, the Commission adopts recommendations and decisions that are sent to the governments of the member states of the Organization for consideration.
Prospects for the development of military-economic cooperation of the CSTO member states (until 2020):
- formation of an optimal, in the CSTO format, a system of joint ventures for the development, production, modernization, repair and disposal of military equipment, with a comprehensive elaboration of the mechanism of their activities, including control, both in the format of the Organization and when entering the external arms market;
- the creation of a regulatory legal framework that provides uniform principles and rules for interaction in all aspects of the WEC;
- pursuing a coordinated policy for the unification and standardization of models of weapons and military equipment;
- transition to long-term planning of military-economic and military-technical cooperation;
- the formation of a single advertising and exhibition field in the sphere of military-economic cooperation in the framework of the CSTO.
Advisory Mechanism
Questions of military-economic cooperation are systematically considered at meetings of the CSTO Interstate Commission for Military-Economic Cooperation, at the Permanent Council of the Organization, during meetings of the CSTO statutory bodies, at the national level in the relevant ministries and departments of states.
In accordance with the Regulations of the CSTO Interstate Commission for Military-Economic Cooperation, the Commission reviews the results of its activities annually. The CSTO Interstate Commission for Military-Economic Cooperation chairman approves the progress report and submits the relevant information to the Secretary General of the Organization.
