I. General provisions
1.1. This Regulation determines the status , order of formation, tasks, functions and organizational bases of the Coordination Council for the standardization of weapons and military equipment under the Interstate Commission for Military and Economic Cooperation Collective Security Treaty Organization (Further - Coordination Council).
1.2. The Coordination Council is established in accordance with the Concept for the Standardization of Weapons and Military Equipment within the framework of the Collective Security Treaty Organization, approved by the Decision of the Collective Security Council of the Collective Security Treaty Organization (hereinafter - CSTO) from 14 October 2016 years, in order to prepare the Interstate Commission on Military-Economic Cooperation Collective Security Treaty Organization proposals for the implementation of a coherent military-technical policy in the field of standardization of weapons and military equipment in the framework of multilateral military-economic cooperation of states - CSTO members.
1.3. In its activities, the Coordination Council is guided by the CSTO Charter, international treaties, decisions adopted in the CSTO format, and this Statute.
II . Formation of the Coordination Council
2.1. Coordination Council is formed from the number of representatives of interested ministries, departments, enterprises and organizations of states - members of the CSTO on the recommendation of the heads of the national parts of the Interstate Commission for Military-Economic Cooperation who constitute the national parts of the Coordination Council, as well as representatives of the CSTO Secretariat.
2.2. The Coordination Council is headed by the Chairman of the Coordination Council, who is elected by open vote by a majority vote of the leaders of its national parts and is approved by the decision of the Interstate Commission for Military-Economic Cooperation.
2.3. The national part of the Coordination Council is headed by the Head of the national part, who is appointed by the decision of the Head of the national part of the Interstate Commission for Military-Economic Cooperation.
2.4. The Secretary of the Coordination Council is appointed from among the staff of the CSTO Secretariat (as advised by the CSTO Secretariat) and approved by the Decision of the Interstate Commission for Military-Economic Cooperation.
III . Tasks and functions of the Coordination Council
3.1. The main tasks of the Coordination Council are to prepare CSTO Interstate Commission for Military-Economic Cooperation proposals on the following issues:
identifying promising areas for the standardization of weapons and military equipment within the framework of the CSTO and their updating;
promoting the use in CSTO - CSTO members of the weapons and military equipment standards;
facilitating program planning for the development of new weapons and military equipment standards;
organization of interaction of authorized bodies
of states - CSTO members on weapons and military equipment standardization;
implementation of joint organizational and practical measures aimed at the implementation of the Plan of organization of work on standardization of weapons and military equipment in the framework of the CSTO;
organizing seminars and round tables on the exchange of experience and information on weapons and military equipment standardization issues in the framework of the CSTO;
assistance in training and professional development
engineering and technical personnel on the subject of weapons and military equipment standardization in the framework of the CSTO;
methodical and informational and analytical support of authorized state bodies - CSTO members on weapons and military equipment standardization. ”
assistance in creating a regulatory legal framework governing the activities in the field of standardization of weapons and military equipment within the CSTO;
assist in providing states - CSTO members with updated weapons and military equipment standardization documents developed and used in - CSTO members;
assist in the formation and implementation of regulatory documents on standardization of weapons and military equipment within the CSTO.
3.2. The main functions of the Coordination Council are:
organization of interaction of representatives of authorized state bodies - CSTO members and interested organizations on weapons and military equipment standardization;
preparation of proposals for the formulation of programs and plans for standardization of weapons and military equipment in the framework of the CSTO for further consideration by Interstate Commission for Military-Economic Cooperation;
analysis of the implementation of adopted programs and plans for standardization of weapons and military equipment in the framework of the CSTO;
consideration of the issues of updating previously adopted documents in the light of changing conditions or emerging threats (potential threats) in relation to one or several states - CSTO members;
submitting proposals for the Interstate Commission for Military-Economic Cooperation consideration on promising areas of IWT standardization within the CSTO, taking into account the functions assigned to the Coordination Council;
organization of exchange of experience and information between the authorized bodies of the states - CSTO members weapons and military equipment standardization issues;
preparation of proposals for the draft agenda of the Interstate Commission for Military-Economic Cooperation meeting on weapons and military equipment standardization issues;
preparation of proposals for the development of organizational and methodological documents in the field of standardization in the framework of the CSTO.
The Coordination Council annually reviews the results of its activities and informs the Interstate Commission for Military-Economic Cooperation.
The Coordination Council may be assigned other tasks and functions in accordance with the decision of the Interstate Commission for Military-Economic Cooperation.
IV . Organization of the Coordination Council
4.1. The main form of activity of the Coordination Council is its meetings held during the meetings of the Interstate Commission for Military-Economic Cooperation, in accordance with the annual Interstate Commission for Military-Economic Cooperation Work Plan and / or as required, determined by the Chairman of the Coordination Council.
4.2. Between meetings, the national parts of the Coordination Council exchange information through the CSTO Secretariat.
4.3. At the meetings of the Coordination Council may be invited representatives of the CSTO bodies, as well as experts from interested ministries and departments, enterprises and organizations
defense-industrial (military-industrial) complexes of states - CSTO members.
4.4. The draft agenda of the meeting of the Coordination Council is formed by the Chairman of the Coordination Council on the basis of the annual work plan of the Interstate Commission for Military-Economic Cooperation, the decisions of the Interstate Commission for Military-Economic Cooperation, as well as proposals from the national parts of the Coordination Board.
The draft agenda of the Coordination Council meeting with draft documents submitted for its consideration and the necessary reference materials are sent by the Chairperson of the Coordination Council through the secretary of the Coordination Council to heads of the national parts of the Interstate Commission for Military-Economic Cooperation at least 40 days before the next meeting of the Coordination Council.
4.5. The leaders of the national parts of the Interstate Commission for Military-Economic Cooperation, through the secretary of the Coordination Council, inform the Chairman of the Coordination Council about the composition of the participants of the meeting of the Coordination Council, proposals for the draft agenda of the meeting and the content of the draft documents submitted for its consideration at least 20 days before the meeting.
4.6. The Chairman of the Coordination Council, who opens the meeting, informs about the composition of its participants, submits the agenda and the rules of procedure for approval, presides at the meeting. During the meeting of the Coordination Council, the presiding judge shall give the floor for reports and speeches, put proposals on the issues under consideration for voting, announce references and statements.
4.7. Decisions of the Coordination Council on agenda items are taken by consensus and are advisory in nature. In addition, each national part of the Coordination Council has one vote.
The positions of the national parts of the Coordination Council are reflected in the minutes of the meeting or in the special opinion to the draft document, drawn up in writing. The special opinion is signed by the Head of the national part of the Coordination Council and is attached to the minutes of the meeting.
4.8. Following the meeting of the Coordination Council, the Secretary of the Coordination Council draws up a protocol, which, as a rule, contains information on the date, venue and agenda of the meeting, the composition of its participants, the issues addressed and the results of their discussion.
The protocol includes the reviewed draft documents, the list of participants of the meeting and (if necessary) other materials.
The protocol is signed by the heads of the national parts of the Coordination Council, after which it is signed by its Chairman.
The original of the protocol is stored in the CSTO Secretariat.
Copies of the protocol are sent to the address of the leaders of the national parts of the Interstate Commission for Military-Economic Cooperation no later than 10 days after the end of the Coordination Council meeting.
V. Final provisions
5.1. Participants in the meeting of the Coordination Council ensure the confidentiality of information on issues discussed during its implementation.
5.2. Information and analytical support for the activities of the Coordination Council is provided by the national parts of the Coordination Council and the CSTO Secretariat.
5.3. Organizational and logistical support for the preparation and conduct of meetings of the Coordination Council is provided by the host Party.
5.4. The costs of secondment of members of the Coordination Council and invited experts to attend its meetings shall be borne by the sending Party: the authorized state body of the state - CSTO member or interested organization of the given state, sending their representatives.
5.5. Changes and additions to this Regulation are made by the Decision of the Interstate Commission for Military-Economic Cooperation on the submission of the Coordination Council.
