CONCEPT

standardization of weapons and military equipment

within the framework of the Collective Security Treaty Organization

I. General provisions

This Concept is a unified system of views of the member states of the Collective Security Treaty Organization. 
(hereinafter - the CSTO) during the work on the standardization of weapons and military equipment in the framework of the CSTO (hereinafter - standardization).

The concept defines the basic principles, goals and objectives, as well as the order of organization of work on standardization and the mechanism for its implementation.

The development of the Concept is due to the need to carry out activities aimed at implementing a coordinated technical policy, taking into account the existing close cooperative ties, production and scientific and technical cooperation of the concerned ministries, departments, enterprises and organizations of the states - CSTO members.

II . Terms and Definitions

For the purposes of this Concept, the following basic terms and definitions apply:

- standardization of weapons and military equipment - activities aimed at achieving an optimal degree of streamlining through the establishment of provisions for universal and repeated use in in relation to actual or potential tasks related to weapons and military equipment;

- standardization regulatory document - document in which reuse requirements set requirements for objects of standardization;

- objects of standardization - weapons and military equipment, processes (works, services) performed at the stages of the life cycle of weapons and military equipment, documentation systems, classification, coding and cataloging, general technical and organizational and methodological rules and recommendations related to weapons and military equipment.

III . The relevance of the work on standardization

Currently in the states - CSTO members are making efforts to unite, coordinate the activities of the CSTO member states to further deepen and improve multilateral cooperation, develop integration and address issues in military economic and military technical fields in the CSTO.

In the states - CSTO members conduct and develop standardization issues with a certain commonality of principles, goals, objectives and rules for organizing work. At the same time, there are significant differences in the development and application of regulatory documents on standardization in states - CSTO members, as well as the procedure for applying international, regional and national standards for objects of standardization.

IV . Basic principles of standardization

Standardization in the CSTO is based on the following basic principles:

- compliance with the objectives of the military-economic (military-technical) cooperation of states - CSTO members;

- respect for rights and respect for national interests
of states - CSTO members;

- ensuring the comprehensiveness of standardization;

- planned character of standardization work;

- mandatory application of standardization documents in accordance with the scope of application of these documents;

- the inadmissibility of duplication of requirements in regulatory documents on standardization;

- the use of common terminology and identification rules for standardization;

- the validity of the work on standardization;

- availability of regulatory documents on standardization and information about them;

- provision of normative documents on standardization governing the requirements for weapons and military equipment within the framework of contractual (contractual) relations between ministries, departments, enterprises and organizations of the CSTO member states.

V. Main goals and objectives of standardization

The main objectives of standardization are:

- enhancing the defense capabilities of the CSTO member states and ensuring collective security;

- deepening and improving multilateral cooperation, developing integration and an integrated approach to resolving issues
military-economic (military-technical) cooperation in the framework of the CSTO;

- ensuring the uniformity of measurements;

- ensuring the rational use of resources, interchangeability of weapons and military equipment, including components, components and materials, comparability of research and testing results, technical data;

- reducing costs at all stages of the life cycle of weapons and military equipment;

- ensuring constructive, electrical, electromagnetic, informational, software, diagnostic and other types of compatibility.

The main objectives aimed at achieving the goals of standardization include:

- creation of organizational and technical basis for standardization;

- planning the development of regulatory documents on standardization;

- development of regulatory documents on standardization;

- the formation and maintenance of a fund of normative documents on standardization;

- improvement uniform for states - CSTO members of design systems, including operational and maintenance, technological and software documentation;

- Definition of common terminology in the field of standardization;

- the establishment of requirements for the life cycle processes of weapons and military equipment;

- organization of training, retraining and advanced training of specialists in standardization;

- holding joint scientific conferences, seminars and round tables on standardization issues;

- information and publishing activities in the field of standardization.

VI. The order of organization of work on standardization

For the organization of work on standardization in relation to this Concept it is necessary:

- assess the needs of the CSTO member states in standardization regulations;

- to determine the direction of work to ensure constructive, electromagnetic, informational, chemotological , technical and other types of compatibility of weapons and military equipment using standardization methods;

- determine the list of characteristics of weapons and military equipment requiring the development of regulatory documents on standardization;

- develop a plan for the organization of work on standardization;

- develop a regulatory legal framework governing the activities in the field of standardization, as well as establishing the types of regulatory documents on standardization;

- develop priority organizational and methodological documents in the field of standardization, defining the procedure for planning, their preparation, development, approval and application;

- estimate the amount of the estimated costs for the development, publication and distribution of regulatory documents on standardization;

- determine the procedure for financing work on the development of regulatory documents on standardization;

- determine the procedure for providing regulatory documents on standardization;

- develop regulatory documents on standardization, establishing requirements for the provision of constructive, electromagnetic, informational, chemotological , technical compatibility and other types of requirements for weapons and military equipment;

- determine the need of states - CSTO members in specialists in standardization areas.

VII . Mechanism for the implementation of the Concept

The implementation of this Concept is carried out in the framework of the programs of military-economic cooperation of states - CSTO members for standardization activities, as well as
research projects, plans (programs) for standardization and other activities.

To coordinate work on standardization issues, it is planned to form a working group (coordination council) under the CSTO Interstate Commission for Military-Economic Cooperation from among representatives of ministries and departments
of states - CSTO members who are responsible for standardization of weapons and military equipment, as well as interested organizations.

Performance of work on standardization is carried out in stages and includes:

- formation of a working group (coordination council);

- formation of a complex of regulatory legal and organizational-methodical documents defining the principles, goals, objectives, types of regulatory documents on standardization, the procedure for planning work on standardization, development, adoption, enactment, application, amendment and revision of regulatory documents on standardization and their cancellations;

- practical implementation of the activities specified in Chapter VI of this Concept.

VIII . Expected Result

The result of the implementation of the provisions of this Concept should be an increase in the efficiency of military-economic (military-technical) cooperation of states - CSTO members based on the development and application of regulatory documents on standardization.
