Agreement on cooperation in the field of advertising and exhibition activities in the field of military-economic cooperation between the member states of the Collective Security Treaty Organization

The member states of the Collective Security Treaty Organization (hereinafter - the CSTO), hereinafter referred to as the Parties,

Guided by international treaties concluded between the Parties on matters of defense, security, military-economic (military-technical) cooperation,

Striving to ensure the necessary level of defense and national security of the Parties,

strengthening mutually beneficial military-economic cooperation in the conditions of the established and newly formed industrial and scientific-technical cooperation of enterprises of the defense industries,

agreed as follows:

Article 1

The Parties carry out continuous interaction and cooperation in organizing and holding exhibitions (expositions) of military, dual-use and special-purpose products and technologies in the territories of the Parties, as well as in the territories of third countries.

Article 2

The authorized bodies of the Parties for the implementation of this Agreement are:

from the Republic of Armenia - the Ministry of Trade and Economic Development of the Republic of Armenia;

from the Republic of Belarus - the State Military-Industrial Committee of the Republic of Belarus;

from the Republic of Kazakhstan - the Ministry of Industry and Trade of the Republic of Kazakhstan;

from the Kyrgyz Republic - the Ministry of Industry, Energy and Fuel Resources of the Kyrgyz Republic;

from the Russian Federation - Federal Service for Military-Technical Cooperation of the Russian Federation;

from the Republic of Tajikistan - the Ministry of Energy and Industry of the Republic of Tajikistan;

from the Republic of Uzbekistan - the State Enterprise Uzmakhsusimpeks .

Authorized bodies also coordinate the organization of national expositions of military products at international exhibitions.

In the event of a change in the authorized bodies, the Parties shall immediately inform the CSTO Secretariat through diplomatic channels.

Article 3

Parties consolidate their efforts in the following areas:

expansion of interaction between participants of military-economic cooperation, enterprises and organizations of the Parties in the field of advertising and exhibition activities in the field of military-economic cooperation;

forming at the exhibitions of the CSTO member states of the united national expositions of their organizations (enterprises), creating national pavilions;

the creation of the most favored nation treatment of organizations and enterprises of the CSTO member states, including the provision of exhibition space and other services as for their own participants;

the formation of a single advertising and exhibition field in the sphere of military-economic cooperation in the framework of the CSTO;

exchange of information on advertising and exhibition activities in the field of military-economic cooperation and experience of this work;

the implementation of the interaction of organizations (enterprises) directly engaged in advertising and exhibition activities in the field of military-economic cooperation;

ensuring measures to protect state secrets and information of limited distribution of military products in the framework of existing international treaties to which the parties are parties.

Article 4

Parties practice:

the formation of collective bodies (organizing committees, bilateral and multilateral working groups) for advertising and exhibition activities;

creation of joint expositions of military products at international exhibitions of military products;

providing assistance to the participation at such exhibitions of individual organizations (enterprises) of the Parties at their national expositions on conditions equal to the conditions for their own organizations and enterprises.

Article 5

In order to implement this Agreement, the Parties agree on issues related to the establishment of organizing committees and relevant working groups referred to in Article 4 of this Agreement.

Article 6

Disputes and disagreements regarding the interpretation and application of the provisions of this Agreement shall be resolved through consultations and negotiations between the authorized bodies of the Parties.

In the event that disputes and disagreements cannot be resolved between the Parties, the Parties refer these issues to the Interstate Commission for Military and Economic Cooperation of the CSTO Member States or agree on a different way to resolve them.

Article 7

Changes and additions to this Agreement are made by mutual consent of the Parties and are issued in separate protocols, which are an integral part of this Agreement, and enter into force in the manner provided for in Article 8 of this Agreement.

Article 8

This Agreement enters into force from the date of receipt by the CSTO Secretariat of four written notices confirming that the Parties have completed the internal procedures necessary for its entry into force, of which the CSTO Secretariat will notify all Parties.

For the Parties that have completed the necessary internal procedures later, this Agreement enters into force on the date of delivery of the relevant written notice to the CSTO Secretariat.

Article 9

This Agreement is valid for the duration of the Collective Security Treaty of May 15, 1992, unless the Parties agree otherwise.

Done in the city of Dushanbe on October 5, 2007, in one authentic copy in Russian. The original copy of this Agreement is stored in the CSTO Secretariat, which will send a certified copy to the Parties that have signed this Agreement.
