The creation of the Base Organization in the field of the development of cooperation and integration relations between enterprises and organizations of the CSTO member states is an important step in improving the effectiveness of multilateral cooperation

Today, the development of military-economic cooperation in the CSTO format is considered one of the key areas of multilateral cooperation to strengthen the collective security system and among the most active areas of cooperation between the member states of the Organization.

Interaction in this area will gain new dynamics with the adoption of the Interstate Development Corporation (Russian Federation) by the Decision of the CSTO Collective Security Council of November 28, 2019 the status of the Base Organization in the field of development of cooperative and integration relations of enterprises and organizations of the military-industrial complexes of the CSTO member states.

This Decision provides that the Base Organization carries out its activities in cooperation with the national parts of the CSTO Interstate Commission on Military-Economic Cooperation (ICWEC), the national parts of the Business Council under the ICWEC and the CSTO Secretariat.

Moreover, among its main tasks are identified the following ones:

- assistance in the implementation of the interstate policy within the CSTO in the field of the formation of an effective system of industrial and scientific and technical cooperation between enterprises and organizations of the military-industrial complex of the CSTO member states in the field of development, production, modernization, repair, maintenance and utilization of military products;

- promoting the development of the production and scientific and technical potential of enterprises and organizations of the military-industrial complex of the CSTO member states involved in cooperative and integration relations;

- the implementation of practical measures to ensure the interaction of enterprises and organizations of the military-industrial complex of the CSTO member states on the development and implementation of advanced technologies in the field of creating modern types of military products, as well as the use of dual-use technologies (applications) in the production of military and civilian products ;

- assistance in the formation and development of cooperation between enterprises and organizations of the military-industrial complex of the CSTO member states on the implementation of measures in the field of diversification of military production;

- assistance to enterprises and organizations of the defense industries of the CSTO member states in the formation of partnerships with defense enterprises and organizations of third countries in the interests of developing national military-industrial complexes, as well as resolving import substitution issues in the framework of the CSTO for the production of military products.

As the main functions of the Basic Organization, the following are defined:

- preparation of proposals for the ICWEC, the leadership of the national parts of the ICWEC, as well as interested ministries and departments of the CSTO member states on the formation and development of cooperative and integration relations between military-industrial enterprises of the Organization member states in the field of development, production, modernization, repair, maintenance and utilization of military products and measures for their practical implementation;

- expert examination of promising and support for ongoing joint investment projects by enterprises and organizations of the  military-industrial complex of the CSTO member states;

- formation of a pool of companies and banks implementing joint investment projects in the field of military-economic cooperation of the CSTO member states;

- implementation of organizational measures to ensure the conclusion between the participants of military-economic cooperation within the framework of the CSTO of agreements (contracts) on cooperation in the field of development, production, modernization, repair, operation and disposal of military products;

- determination of mechanisms to support cooperative and integration relations between enterprises and organizations of the military-industrial complex of the CSTO member states.

- preparation of proposals for the organization and conduct, within the framework of the CSTO, of research and development work on the development and modernization of military products;

- development of measures for the organization of training and retraining of engineering and technical and working personnel for enterprises and organizations of the military-industrial complex of the CSTO member states.

In order to increase the effectiveness of the practical work of the Base Organization, a Supervisory Council and a Directorate may be established at it (to ensure interaction with interested ministries and departments of the CSTO member states, which are responsible for military-economic cooperation, ICWEC, national parts of the ICWEC, the CSTO Secretariat).

In addition, the Base Organization may create representative offices (appoint representatives) of the Base Organization in the CSTO member states, as well as form working groups with the involvement of specialists from the Organization’s member states.
