General provisions

The concept of advertising and exhibition activities in the field of military-economic cooperation of the member states of the Collective Security Treaty Organization (hereinafter referred to as the Concept) is a combination of the views of the member states of the Collective Security Treaty Organization (hereinafter - the Parties, the CSTO member states) on the organization of joint exhibition expositions (pavilions) of military, dual-use and special-purpose products and technologies (hereinafter - the Joint Exposition of the CSTO Member States) at international staged in the territories of the CSTO member states, as well as in the future in the territories of third countries (hereinafter - the International Exhibitions).

The concept is based on the provisions of the Agreement on Interaction in the Field of Advertising and Exhibition Activities in the Field of Military-Economic Cooperation between the Member States of the Collective Security Treaty Organization of October 6, 2007 (hereinafter - the Agreement).

The concept reflects the state, goals, objectives, basic organizational issues, possible financing options and directions for the development of advertising and exhibition activities in the field of military-economic cooperation.

The implementation of the provisions of the Concept provides for the implementation of coordinated advertising and marketing activities aimed at organizing the United Exposition of the CSTO member states.

The parties in the relations of advertising and exhibition activities do not consider any state to be their rival (competitor) and see all states of the world community as equal partners.

Targets and goals


The priority objectives of the advertising and exhibition activities of the CSTO member states are:

maintaining the image of the CSTO, as an international organization whose activities are aimed at strengthening peace, international and regional security and stability, protecting collectively the independence, territorial integrity and sovereignty of the CSTO member states;

defining common conceptual approaches in organizing the advertising and exhibition activities of the Parties to ensure the necessary level of defense and national security of the CSTO member states;

rendering assistance to organizations-developers and manufacturers of military, dual-purpose and special-purpose products and technologies in promoting their products to the world arms market;

development of mutually beneficial industrial and scientific-technical cooperation of the CSTO member states;

strengthening the prestige of military, dual-use and special-purpose products produced by the CSTO member states on the world market and increasing their competitiveness;

consolidation of efforts of state authorities, specialists of the ministries of defense and law enforcement agencies, research and educational institutions, public organizations and associations, business circles, mass media of the Parties in matters of countering international terrorism;

creating in the society of the CSTO member states a positive image of the national armed forces, increasing the military-patriotic education of the younger generation, forming his desire to fulfill the constitutional duty of defending his homeland.



The objectives of the advertising and exhibition activities of the Parties include:

expanding the possibilities of demonstration of modern weapons and military equipment in statics and dynamics, military technology, scientific, technical, industrial and technological base of enterprises of the military-industrial complexes of the CSTO member states;

assistance in establishing business contacts and the development of cooperation between enterprises of the defense industry complexes of the CSTO member states;

demonstration of professional training of joint regional groupings of troops of the CSTO member states;

to contribute to the improvement of the scientific, technical and experimental base of enterprises of the defense-industrial complexes of the CSTO member states;

creating the most favorable conditions for business communication developers and manufacturers, suppliers and consumers of modern weapons and military equipment.

exchange of experience on the training of highly qualified military, engineering and technical personnel and young professionals;

the formation of large-scale exhibition expositions of military, dual-purpose and special-purpose products and technologies of the CSTO member states.

The status of advertising and exhibition activities


In the CSTO member states, advertising and exhibition activities in relation to military, dual-use and special-purpose products and technologies are carried out in the form of participation of national organizations of defense-industrial complexes in international exhibitions.

Currently, in the CSTO member states, international exhibitions are held in the Republic of Belarus, the Republic of Kazakhstan and the Russian Federation.

The decision on the participation of organizations of the CSTO member states in the International Exhibitions is made by each of the Parties in accordance with the existing legal and regulatory framework governing advertising and exhibition activities in the field of military-economic cooperation.

Each Party seeks to involve the leading organizations (enterprises) of the national defense industry in the International exhibitions.

Key Organizational Issues


To develop proposals on the organization of cooperation of the CSTO member states in order to effectively implement the Agreement, determine the conceptual framework and mechanism for the formation of a single advertising and exhibition field in the sphere of military-economic cooperation in the CSTO space under the Interstate Commission for Military-Economic Cooperation of the CSTO ) a multilateral working group of representatives of the authorized bodies of the CSTO member states on advertising and exhibition activities with The name "Coordination Council of the authorized bodies of the CSTO member states on advertising and exhibition activities" (hereinafter - the Coordination Council).

For the next two years, the Coordination Council is developing a draft list of international exhibitions at which it is possible to form expositions of military, dual-purpose, special-purpose products and technologies of the CSTO member states (hereinafter referred to as the List of Exhibitions).

The list of exhibitions is coordinated with the national parts of the CSTO MKVEC and is approved by the decision of the MKVEC CSTO.

The parties seek to place national exhibition expositions (pavilions) on the exposition plan of the International Exhibition in close proximity to each other.

The development and implementation of a set of activities related to the preparation and placement of national exhibition expositions (pavilions) held in the territories of the CSTO member states is carried out by the organizer (organizer) of the exhibition, determined in accordance with the national legislation of the Parties.
The development and implementation of a set of technical measures related to the preparation and organization of the United Exposition of the CSTO Member States and the participation of the CSTO statutory bodies are carried out by the General Operator of advertising and exhibition activities within the CSTO (hereinafter the General Operator).

forming national exhibitions at international exhibitions (pavilions), reflecting the whole range of developed and manufactured products of military, dual, special and civil purposes, as well as promising technologies and services within the framework of the Joint Exposition of the CSTO member states;

formation of joint programs for mutually beneficial participation in international exhibitions, including the possibility of organizing the placement of national exhibition expositions (pavilions) in a single exhibition area (viewing platform);

implementation of an information campaign in the media of the Party in whose territory the International Exhibition is held, on the upcoming participation in it of organizations and enterprises of the CSTO member states, drawing to the upcoming event the attention of potential buyers of military, dual-purpose, special-purpose products and technologies;

organization of international symposia, conferences, seminars, etc. with the participation of representatives of the military-political leadership and organizations of the defense-industrial complexes of the Parties on the formation of a single advertising and exhibition field in the framework of the CSTO in the field of military-economic cooperation;

harmonization and improvement of the national regulatory framework of the Parties in order to ensure mutually beneficial conditions for the implementation of joint advertising and exhibition activities in the field of military-economic cooperation and increase its effectiveness;

comprehensive analysis and synthesis of the results of the participation of organizations and enterprises of the CSTO member states in the work of the International exhibitions, development on this basis of proposals for further improvement of the joint advertising and exhibition activities of the Parties;

ensuring the optimal combination (ratio) in the use of traditional and constant search for new forms, methods, methods and techniques of advertising and exhibition activities in the field of military-economic cooperation.
The authorized bodies of the Parties for the implementation of the Agreement coordinate the activities in the organization of national exhibition expositions (pavilions) at international exhibitions.

Financing advertising and exhibition activities


The decision on the financing of advertising and exhibition activities at the expense of the national budget is made by each Party independently in accordance with national legislation.

In the absence of the possibility of financing advertising and exhibition activities at the expense of the national budget, the costs associated with the preparation and conduct of national exhibition expositions (pavilions) are made at the expense of national operators and other interested organizations.

Directions of development of advertising and exhibition activities

The organization of the advertising and exhibition activities of the CSTO member states in the field of military-economic cooperation is based on the development and implementation of proposals aimed at ensuring continuous interaction and cooperation of the Parties in ensuring its effectiveness in the interests of the CSTO member states.

The main directions of development and improvement of the advertising and exhibition activities of the CSTO member states in the field of military-economic cooperation are:

formation of a single advertising and exhibition field within the CSTO;

development of a mechanism for implementing joint efforts in matters of active, purposeful and mutually beneficial bringing information to potential customers about achievements in the development and production of modern competitive weapon systems and military equipment, their operation and combat use, proposals for the provision of services for the development, production, modernization, repair and disposal of military, dual, special purpose and technology products, training of specialists, etc .;

formation of a system for disseminating information on events held in the CSTO member states aimed at creating conditions for the development of interstate cooperation in the creation of promising models of weapons and military equipment;
